Broadmoor Hi-Lo Trouble

Still don't understand whats wrong with this Broadmoor}:) 707 hi-lo. Pulled the cover off as far as it would go, all looked good inside, greased, no apparent trouble. STILL wont shift in to low range- as before, high works fine, low does nothing; no grinding, noise or movement. Any ideas?

Tom, Are you sure that the collar on the pulley is locking the pulley firmly to the input shaft? The one on my Big Ten came loose, and the pulley would slide instead of it changing speed ranges....
