powermax - whats belt stop piece for ?

hi what the purpose of the small metal bar that crosses the 2 belts on the r. side of the tractor - the manual calls it a belt stop - it dosent appear to do anything with stopping the belts ? - is it supposed to press on the belts alittle to add more tension so they dont slip ? - or what - mine was hitting the pulley after i put in the new honda motor so cut off the upright and backed it away from the belts - but know even after adjusting the spring tension it seems like my belts are not tight enough and slipping - thanks alot ?

The belt stops are designed to keep the belt from being throwen off track and to keep them from spinning when disengaged. Maybe someone else can exsplain it a little better. Ray
