Center PTO clutch 712S

I have a 712S with a center clutch not behaving; it appears the clutch does not disengage, and the mower blades keep turning when the lever is moved to disengage. Last night I removed the outer round 'cover' on the clutch, and discovered that I can turn the clutch by hand, but with some resistance. Pushing the clutch in (towards the frame) engaged it as it should, and the spring is in good order. So, when pushed in - I cant turn the clutch; when released outward, I can turn it with effort. The question: how freely should the clutch spin when disengaged? What is my next step - I dont even see how to remove the clutch from the tractor? Thanks

Steve, I have a 712H with the cone clutch (center PTO) It was rusted onto the shaft. I unfreed it and then Set the disengage to move the pully(clutch) back 1/8" so It Is Has some resistance to move it by hand but i set it to the manual. Will
