9020 Steering shaft

I removed the steering shaft and after i cleaned it up i noticed a grove on the shaft just above where the shaft support tube starts below the steering wheel. There was a circlip and a washer.I noticed that the clip didn't fit to well,so when i cleaned out the grove it it not a clip grove,it is more a o-ring grove(radiused)at the bottom. The manual doesn't show anything like this,so what have i got? Also, are the retaining ring, thrust washer, and both bearings up inside the support tube that is attached to the support assembly? Thanks for you assistance. I think the clip and washer you describe supports the steering shaft in the housing and takes downward loads on the steering wheel. Over time the clip will get worn and slip out of the groove, especially if you push down hard on the wheel. I have replaced the E-clip on mine and it seems to be holding OK. The picture above is not very clear on this.
