It looks to be some kind of a cooler.

It looks to be a set of Hot water heat fins, usually used to heat the inside of a house by using a water boiler.

Part of a heat exchanger. It is placed in the stainless steel box below it. The hot water in the pipes radiates and heats the water in the tank?

An air/liquid heat exchange device or a condenser/evaporator for air conditioning. Could either cool or heat depending on the fluid state in the pipe. Maybe a heater for your engine testing setup - to raise the ambient air temperature to required value.
