I have a Briggs and Stratton I/C 16Hp opposed twin motor. Model 402707. I can only get it to start by placing my hand directly on top of the carb. and turning the key. Once it starts, it runs good with no knocks or smoke. Can someone tell me what the problem is. Why I cannot start it without taking the airfilter off and covering the carb.? The choke doesn't even help.

Yes, the choke does work mechanically. After running the engine for a while, it will start by use of just the choke. When it sits for a while, i have to remove filter and choke it with my hand.

I bought a tractor a few years ago with the same symptoms and took it home, checked the exhaust valve for gap and found the exhaust valve was not closing tight. A few minutes with a small file to get a little gap again and the tractor has been starting and mowing about an acre each week of the growing season for the last three years with no problems at all.
