4041 charging system problem

I have the 20 amp charging system and it doesn't charge the battery enough. bat voltage in newly charged battery is 12.7 volts. with tractor running at aprox 2000 rpm voltage goes to 12.9 volts. checked wireing and cleaned all connections. unbolted the regulator and rectifyer. noticed that when engine is running w/regulator ungrounded the voltage goes up to around 16 volts stays at 13.9 w lights on. ground it and again it drops to 12.9, and w lights on about 10.6volts. any ideas would be appreciated. thanks guys.
