Carb question

While checking the float itself, be sure to look for any crud in the float needle and seat. Also, on rare occasions the needle and/or seat will have a ding or burr from the factory and need replacing. (You said new carb).

Sounds like dirt of metal shaving stuck between seat and needle on the float valve. Been there, had that problem. Drop the bowl, let the fuel flow a few seconds. That will usually flush out the obstruction.
