can you take a voltage reading at the sparkplug wire to determine if your points are delivering the spark needed? What should the voltage be?

Point voltage and voltage at the sparkplug are two entirely different things... The points only "trigger" the release of MUCH higher voltage coming from a coil or magneto to the sparkplug. The points simply "interrupt" that circuit, make that voltage build up in the coil/mag, and tell it when to release by closing the circuit...
