prestige rear lift kit problem

i have a sleeve hitch installed and have the rear lift kit installed that works with my hydraulic lift system. the lift rod seems to be installed correctly, but is rubbing a hole in the deck pully guard beneath the end of the lift rod ( part with spring on the end) is the rear lift kit and sleeve attachments supposed to be used with the deck still on , or do i have to remove the deck every time i use the sleeve hitch attachments. is the lift rod rubbing the pully guard because of a design flaw or a bad installation ?? thanks
