Anybody know what is on this ebay item?

I am not going to bid on this item, but I am just curious about this ebay item, it is a 7119 but it looks like they have a front PTO lever on it and something is hanging down in front of the front grill?

Early 7100 series still used the front clutch to run the snowblower. I dont see the clutch on the engine shaft though in the picture... Dont know what the stuff hanging down is.
