That part is a little "check valve" that goes over a hole in the choke plate in the carb. One piece is a rivet and the other is the valve. There is a spring on the rivet to keep the valve closed on the choke plate. As the engine is cranked with the choke closed, it regulates how much air is pulled in. It's not really necessary. If you can see the choke plate in the carb, you'll find two semi-circular slots with a small hole in the center. That is where the valve should be. Oops! After taking it all back apart,TimJr has the right answer. This is what is left over from lunch.

The rivit was found stuck in the head. the butterfly came out the muffler.
