belt adjustment on blower

i have a blower for my landlord 3210V and the belt that comes off the blower up to the jackshaft is loose i loosened the nut but the threaded shaft won't move up and down is it supposed too? can anyone help this is a 3 belt model i'm looking for for a break down of this the piece is stuck into the outer

Is this a early three belted blower? If so then yes the shaft should move in and out easily. the nut is for belt tension adjustment. I had the same problem last year and I soaked the shaft in hot boiling hot water and then tighten down on the nut until the shaft broke free. Hope this helps
