PTO on a 3112

I am installing the PTO on my 3112V and was wondering if someone could tell me what the spring and handle that hooks to the PTO assembly is for? It hangs from the rear left side but I can't imagine what it would do. I can't see how it could engage anything with the way it is attached unless there is something missing or it is on wrong to begin with. Thanks for any help.

The spring and bar supply the tension to the pto belt. Jack

The bottom of the P.T.O. swings. With the spring disingaged it will swing ahead allowing you to install the mower drive belt to mower. pulling the lever back and up puts tention on the mower drive belt. The clutch for P.T.O is on the P.T.O. drive belt from BGB to bottom shaft pulley.
