He is sitting in the seat. Take another look. Follow the right fender forward and you will see the top lip of the seat.

Well if he is mowing he sure is doing a louse job of it. The grass behind the tractor is about the same length as in front.

The width of the outer tires looks narrower than the inner tires. I only see two rows or tread blocks whereas the inner tires have three rows.
