Need some carb help

Hello everyone. Now that I got the engine to run smooth, as usuall, there is yet another problem. I can only get about 60% out of my engine and if I try to go higher then it will sputter and sometimes backfire. When I go above this level, what I believe is the choke moves. Is there a way that I could adjust this so I can get more out of my engine? Did I put something back in wrong? Thanks for any help.

What you have your finger on is the throttle plat and the screw is the idle stop adjustment.

I believe that's also hooked to the governor linkage, that's what's making it move. Did you adjust the screw at the bottom of the fuel bowl?

This may sound stupid but are you judging this by throttle cable movement or by the sound of RPM's? Not all engines use the full throw of the cable to go from idle to full throttle, past full throttle is when the choke comes on as you mentioned. Usually it is adjusted to a stop you must go past to turn the choke on, a physical "bump" in the lever mechanism.
