Lean Surge

When going up hill under a load (mower engaged) the engine boggs and coughs is it possibly a Lean Surge? Where can I find instructions to follow to remove the carb and clean. I am cautious when doing anything with the carb, so instructions would help. And how do I set the float when reinstalling the carb?

A lean surge shows signs of a governor chase. Usually on a no load situation and an up and down rpm bounce. The engine loosing power under load can be several different things or a combination of these. Stopped up air filter. Clogged fuel filter or other fuel restriction. Overheating due to poor air circulation. (Possibly from clogged air fins.) Worn engine or just too much load for this size engine. As for a manual, Briggs makes a wonderful repair manual for these tractors with lots of theories and pictures. The perfect book for learning about these engines.

Someone suggested the Lean Surge to me? Some else had me thinking it was the transmission fuild low. Not sure about any of this? Here is more info. Replaced Fuel and Air filter. I tried cleaning the carb (still on engine), but I do notice the linkage on the carb may be functioning with erratic movement. The throttle moves the lever that is connected to the cable. But the accelerator linkage below (on carb) has a erratic movement when accelerated. Simplicity Sovereign Lawn and Garden Tractor tractor Mfg.#1692943. It is a 1997 model The deck is a 48" cut and the model # is 1691219 This tractor has been re-powered with a top of the line Kohler CH25S The engine spec# is 68544 This motor has the built in oil cooler, the smart spark system and the accelerator pump.

I thought I should add that when I reach the top of a hill under load that the engine revs on its own and continues as you go down hill. Engine also operates close to normal on the level.
