WELCOME: there can be a few differant reasons, 1 a bearing problem in the idler, 2 the spring not holding enough, 3 possible spindel bearings, 4 pulleys cracked wobbling, 5 bolt loose in deck that holds the idler, 6 did you or someone bend the deck it self? might be others but a few to start off with.

What Levi said. Also check to see that the mount for the idler is holding the idler pulley straight in alignment with the belt. If you have a severly worn spindle bearings the slindle shafts may be flopping around causing the belt to occilate up and down and jump off. These bearings being small roller type they may run smooth but still allow side to side movement of the spindle. If this movement is anything noticable they need changing.
