Wheel Color for 954 (1973) Pow'rmax

My wheels have been painted Cream, the same color used when the hood was repainted. On removing a tire I find a slightly grey color on the inside of the wheel. Did the factory paint the outside of the wheels or was it the DPO? Doug Byam, Hickroy Corners MI
