16hp Vangaurd still won't crank.

I cant get my vangaurd (303777)to turn over. Pulled the starter and had a new gear on it. The insides are all fine (magnet, brushs, etc). The start spins fine off the motor but won't turn the engine. I've pulled the plugs and turned the motor by hand, seems free? Maybe tonight I'll pull the plugs and see if the starter will spin it then. What about tight valves, how would they get tight? I bought this mower (D-A 1616) non-running but did not figure on this.

I found a exhaust valve rocker arm broke. Waiting for a new rocker arm which will be Tue.
