Clinton Question

This is a photo of an old Clinton engine that has a hinged cooling vane that is linked to the carburetor. It is something I have never seen before and I would like to know how it works, if it works and has anyone seen this type of design on any other brand of engine.

It's an Air Vane governor- Common with a lot of engines these days too- The air moving off of the flywheel forces the air vane to move back, or open the throttle butterfly- There is usually some sort of spring resistance that the vane pulls against, so that you can adjust how hard the vane pulls on the carburetor- The looser it is, the more it'll rev, and vice versa.
