Starting problems

Ok...I went to put my new battery in my AC 712. Everything worked. I went to tighten down the terminals on the battery and sparks flew when my wrench touched the positive. Now when I try starting, I'm getting juice from the battery, but the starter won't turn over. Did I short circuit the starter? Isn't the 5 amp fuse suppose to protect the start from short circuit? How would I tell if the fuse is blown? Thanks for any help.

Update...I pulled the fuse and it isn't black so it appears OK. When I engage the key to start, the starter makes a steady noise until I turn the key off. It doesn't attempt to start the engine.
