what size bolts do I need

You will need to put the weight in place and then measure the length needed. The size is whatever fits the holes in the wheel and weight. There are several different weights and different type wheels. Since we are neither magicians nor mind readers, we cannot know what you have so that we can answer you question.

I usually put whatever fits through and then cut off the left over so that I don't scrape my shins to oblivion (like on trailer hitches). I don't think the option is available on the 23# 'ers, but if it is, throw the carriage bolts through from the outside. It is more of a pain to install, but it looks nicer and saves your shins.
