i have the same flange kickin' around and don't know for sure what it fits. i had an idea that it might go to the center arbor on a mower deck. i think some have a 3 bplt pulley on top of them. not too sure

The first hubs look like the center arbor on my old 48" mower that is keyed and tighten with an allen screw on the arbor shaft. Then the threaded holes are used to fasten a pully which has center cut out so you can tighten the whole assembly .Except these pulleys don't appear to have a keyway.

Judging by the pictures, it appears there is not a keyway on the flanges, just a set screw to tighten them. I don't think they are arbor flanges. All of the Simplicity arbor flanges (pulley bolts to it) are made of cast iron and have a keyway cut in them. My guess is they aren't Simplicity, but maybe they are for a Powermax, or Sunstar (machines I'm not really familiar with.) Muffler is likely for some sort of older Regent type machine.
