went out to start my cub conversion with 16 hp Vanguard. Will not start, I think I flooded it. I want to remove spark plugs, but because of where it is stored and the hood does not open, I can not see motor well. Where are spark plugs located?

If it is "V" engine, plugs are installed horizontally vertical shaft and vertically horizontal shaft outboard deep in cylinder head at about 45 degree angle. You'll need a 3/4" plug socket I think and a short extension .

Was down to Wales lawn and Garden this morning. They showed me where they are located below the valve cover. They also sold me Champion sparkplugs. I have not heard anything good about them. But I trust this dealer

I have had good luck with Champions, just one man's opinion versus another.
