Am just guessing but think that it may have to do with a setup for a sulky seat as the cart was also at one time an attachment-with sulky on it-- for the walk-behinds as well as for the tractors. I have restoration to do on mine -was unfortunately left outside in the dump position and now has rust holes at the very back of the bed where the gate pins go. Yours is a beautiful job! Do you have the part # for the dump spring on the cart handy?
