I ground off the head of the bolt, removed the blade and washers, and was then able to spray some WD-40 directly into the bolt threads. Ten minutes later, with the assistance of a pair of vice-grips, the bolt was out. I replaced the bolts with grade 8 bolts, in hopes that the heads will be less resistant to rounding over during the mowing process (the cause of the problem to begin with).
