Need more info. We assume the tractor runs and drives? If so, we know it has hydraulic pressure. Is the lever that actuates the valve tight? The nut can come loose and will not actuate the valve.

I don't know what you have tried so far. Just remember that the hydrolift will not work when the clutch is depressed. You must have the engine running and the foot clutch released for the hydrolift to work.
