Powermax wheel and lug bolts

I have a spare set of high flotation wheels from my parts tractor for my 4041, which I decided to use when I need chains. One wheen has enlarged mounting holes. When I removed the main wheels, I noticed that the lugs bolts on one side have 3/4" heads compared to 7/8" on the other. I think these smaller headed bolts are what caused the wear on the spare rim. Is there any valid reason for the smalller bolt heads? If I can find the correct bolts, can I use the loose rim for occasional plowing (3 to 5 hrs. per year) without damaging the hub or the tractor.
