There's one on ebay now may also be listed on CL locally as well. It looked like they had a 2 stroke engine originally, also came with a tow-behind reel mower. Kinda cute, likely to be a collectable worth a couple of $$$$!

I believe thats the air filter. Ive seen some filter housings like that on 2 cycle engines. I cant imagine something this small having a pto.
