I cleaned the carb on the briggs twin 16,new gaskets and put it back together. When I start it the governor kicks it up to full throttle. What do I have wrong? thanks Earl

after looking at it, I think the govenor is pushing it to idle but it is running wide open? The throttle is against the stop with the screw for adjustment.
