governor problems??

I did a repower in a 2012. I put in a 15 hp from a 3415 and the previous owner said it has been rebuild but he was having carb problems. Its not acting right. Governor arm does not move when giving it gas, and it won't bring the engine down unless I push on the arm. Could there be something wrong with governor inside of engine, if so what should I look for. I hope this is enough info.

Hey everyone, I took the engine out today and looked at the governor. I found that it was stuck. The metal sleeve on the Gear was sticking for some reason. Luckily I has a blown engine laying around so i could steal parts. Now the engine purrs and the governor works good.
