Allis HB-112 PTO pulley question.

Hi, Stepson has an Allis HB-112, and has a pulley problem on the PTO engage pulleys. Theres 2 pulleys under the metal guard, and when you disengage the PTO, the small pulley falls down and wont let you reengage the PTO without pushing it up with your fingers. Are there parts possibly missing?(Spring or something) Anyone have an online parts diagram for this machine I could look at? Its kind of a frustrating little issue. Thanks, Steve
