parts identify - off brand

anybody identify these parts ?. i was told they were for a larger wheel horse tractor. i have never seen them before and none of the guys on the wheel horse club have either. the one pulley is on a swivel mounted on a hexagon shaft. cant figure out a reason to have a v-belt pulley wobbling around on a swivel. Some type of a clutching arrangement? The one pulley looks cut for the hexagonal shaft. When pushed together the wobble would cease?
