Christopher, what kind of tractor is it? On my 65 Landlord I had a similar problem. PTO would engage belt when I raised the deck, but it wouldn't engage all the way when the deck was down and I tried to engage it. It turned out the bolt that mounts the safety shield and idler pulley mechanism to the bottom PTO pulley housing had gotten tight. It needs to be able to pivot to allow the right movement of the idler pulley. I had to put a stop nut on, but that came loose and fell off. I then got another stop nut and also used Loctite. That seems to have done it, kept the nut from loosening, but still kept the joint able to pivot.
