They do. There's a short handle down on the side of the frame beside the shifter. It's about 3.5-4" long and bent 90 degrees. Push in the brake pedal and screw in that handle... it will hold the brake linkage rod the same as keeping your foot on the brake. Not the best system in the world, but it works....

Brendon, That 90 degree screw brake lever is no longer an available part so I'm told. If your tractor is missing the lever as mine was, you might try using a star knob with a threaded shaft. I ordered one out of Rockler, the woodworker's tool catalog. I can't remember right now what size the screw stud was, but you could try some bolts in the threaded hole to see. I think it was 3/8???
