Where or how do you adjust the carb on the Command 18 engines? It doesnt want to seem to idle and is sorta new since we got in Jan 2013 and first time mowing with it. I removed the air cleaner but there is a silver framework under that and I didnt see any screws anywhere.

I don't think there are any adjustments screws on the new carbs. Everything is fixed. Only thing you can do is clean it real well. "Old" gas, especially with ethanol can foul the tiny passages very easily. I've had to "rod" them out with a single strand of wire.

On my Command, it did have an idle mixture screw. You'll likely have to remove the metal base to the aircleaner that attached to the carb by a couple of screws.

My command 18hp wouldn't idle either and I found the carb bowl was full of dirt and what looked like bad gas. I ended up taking the carb completely a part and cleaning it really good. They're actually easy to work on.
