Problem with governor on Kohler CH20

I bought a sunstar for $450. I can't seem to get the choke, governor and choke all setup correctly. I looked at other pictures and appears I have it setup correctly. Basically, the governor is not operating correctly. I went thru the setup procedures per the manual. Does someone have a picture? I may have something out of alignment.
