Engine transplant revs high.

I just did one of my many engine transplants on a Briggs 12.5 hp engine and this one is giving me fits. I cannot for the life of me get this engine to run at a reasonable speed. Everything seems ok with the govenor and I have adjusted it on the shaft according to the book and it still screams. I even adjusted the length of the throttle cable but need to have it at a certain length in order to activate the choke.

The motor ran fine on the donor tractor without any issues but now I cannot get it to run at the proper RPM. Any ideas on what I might have missed or what I am doing wrong??

If you fooled with the governor you might not have backed the bracket far back enough when you tightened it down, if that makes sense. The little governor screw needs to potrude out a ways from the bracket and the slot be a little past 12.

I have tried full counter clockwise with no luck. I can hold the gov to the left and engine runs down and idles like a swiss watch. When I remove my finger, the speed creeps up again even though I have the speed set just above the kill position. I will try it further back on the shaft and see if that makes a difference.

Is it one of those 12.5 OHV Briggs with the head gasket problems? I know the spring can break on the back side on the throttle linkage.
