Pulley cover

I have a 6216 tractor which has a pulley cover on the mowing deck when the turbo blower is not attached. After all these years the bolt head on top of the pulley has worn a hole right through the pulley cover. Is this just a result of many years of use and not a design flaw. All the diagrams I've looked at don't show anything to protect the pulley cover.

I would guess either the blade arbor bearings are so bad that the shaft and nut are pushing up, although not likely. Otherwise I think the cover is being pushed down somehow. The covers do get beat up. Are all of the vertical supports for the cover still in place?

Just some thoughts. If you can post a pic or two it would help too.
