Fell off my Sunstar...what is it?

I remember this part when putting my Sunstar back together, but having only fixed 1 Sunstar .. I don't remember what it is or where it is supposed to besm00

I havn't had an alcoholic beverage since the year 2000 at my grandma's wake:O8)The big washer is about 3/4" thick, 2" or so diameter, hole in center is for the 3/4" nut and the recess is big enough for the nut to fit into.It was lying under the front end when I got on to plow snow yesterday. I think it has something to do with the pto/axle assemblies, but like I said....:||CrS
