rope start cup/pulley

Im in the process of putting my landlord 2010 back together. I assembeled the pulley and rope start cup on the right side of the BGB the other night. I cant figure out the purpose of why the right side of the pulley spins free of the rest of the pulley. Didnt know if anyone could shed some light on it.

It shouldnt spin free...from my experience there should be enough resistence from the nylon thrust bearings that you cannot turn it by hand. It is designed to break free under a sudden, extreme load. If it turns free, not only will you have an exfremely soft engagement, your belt will also slip under working loads. I have picked up tractors in that condition that wouldnt even drive up my trailer ramp because the lack of thrust bearings caused the clutch to be too loose. New thrust bearings cured each one.

thanks for the help. Mine has alot of play and spins very easy which didnt seen quite right to me. Ill have to see what hapens once I get it running. At least the thrust washers arent hard to get too if I end up having to change them.
