23D flywheel

Many moon ago already, when I didn't know what I was getting into and bought a B-10 to tinker with, I wound up putting an external coil on it because I had no spark. Now, much older and wiser, well, older, I am taking the motor down to paint it original colors. I have a new correct coil to put on it, but now that I see what locates the flywheel, I need a little info. There is no key, just a little tab held in place by a bolt and a roll pin.

See how the tab is off to one side? Will this affect the timing, or no? Actually, don't the points do the timing and the flywheel magnets charge the coil?Thanks in advance.
