PTO spring lever

Does the pto spring lever get engaged while using the lawnmower deck on the landlord 2110? With the cross drive belt on the big pulley & the pto engaged, & the clutch lever assembly engaged, the belt seems real tight. Does the pto spring lever remain engaged when not mowing?

That's the tensioner lever and it stays engaged.
