Is there supposed to be a washer under the flywheel nut between the nut and flywheel?

The engine I am dealing with has one that props the locking plate out about a quarter inch from the flywheel.

Been so long since I had one of these apart I cant remember, but it don't seem right somehow the way it is.

Just last night I pulled the engine on my Simplicity 7016 and tore it down to the flywheel (couldn't proceed because I don't have a deep socket large enough to remove the nut) and there is no washer where you are describing.
