Front PTO clutch ?

I bought a front PTO clutch from ebay, looking more closely at it, I found some pieces of what seems like bake-o-lite glued to the front of the brake support assembly, it doesn't look like it went all the way around, just a small piece at the top and bottom, anyone have any idea what this is and what purpose it serves, if any

      Good morning peeps! I’m always searching for helpful information with my AC collection. Hope to find out new information and pass on my own experience in restoration. Here are some pics of my babies. I’m still looking for front rims for the 410 so yesterday I put the 310 wheels on took it for a drive. Working pretty good but still needs some carb work.
