Homelite T12 axle wobble

lifted the rear of my T12 to put on chains & noticed left wheel wobbled 1/2" when I took the weight off it. I could rotate the tire a 1/4 rotation and it got tight. I tightened the two square nuts on the hub & it got tight. If I forced the tire to rotate it got loose again. It looks like the previous owner welded the end of the axle so I can't pull the wheel off. Machine runs fine, wheel has traction, but I'm kinda concerned. Any help would be appreciated.
