I have a kohler 20 magnum and I have idle and only fully runderstand there is no in between does and one know if that could be caused by the governor I mean I can go from indie and move it halfway before it changes speed then it Is full

What I think BLT is referring to is what was this engine designed to be hooked to, a welder, pump, generator? Many of these applications the engine is either at idle (no load) or full open to a set rpm (load), and no in-between. I have never had one to know what would be involved with changing it.

Okay it came off of a craftsman.

when at a idle and when I go to move the throttle I can move it halfway before it starts to speed up same way when I go from full throttle I can move it halfway before it starts to idle down there is no half point.

Could be the governor, but check your linkages first. How you clamp the cable housing can determine the amount of throttle movement before any movement with the arms/levers on the carb.

Check governor spring placement also. If the spring is too far down on the governor arm and or the throttle arm, or both, the throttle cable and arm moves a long ways before you put any tension into the governor spring. The tension is what actually controls rpm.
