It shouldn't take excessive force to move. If you can't rock the tractor a bit and get it to move left or right don't force it...bad things happen (I found this out the hard way).

It's been a while since I had the problem (many years).

I ended up splitting the transmission case to fix the problem. I broke the shift stem with the excessive force and while I was in there used steel wool to clean up the shift rail (I think)to get things moving again.

I think if these sit for a long time with no movement there's no gear oil lubricating all of the parts and rust / corrosion an set in.

It's been a long time but I think this was the problem and the fix.
