4214H problems

A friend of mine is working on a 4214H that has been sitting for a long time. He put a new engine on it and got it running and now it will not move. You can jack the back up while running and in gear and the wheels turn but it's very easy to stop the wheels from turning. Any suggestions on what to try ? Thanks in advance for your help

Are you sure drive belt is tight and routed the correct way? Is key good on drive pulley/shaft on engine?

The belt is thight and the fan is blowing air across the pump. The drive pulley has a new key installed

Do have a product number that would start with 169XXXX and a S/N below it. I can't identify the 4214 H, The 4200's used different hydro's and that seven digit number will help zero in things.

sounds like the transmission engagement lever is in free wheel position, the lever is under the seat area.
